QUALITY ASSURANCE FRAMEWORK
The Mental Health Commission engaged international mental health advisors, Gregor Henderson Ltd to provide advice on a quality assurance framework for WA 's mental health system . The purpose was to recommend functions and processes that will ensure Western Australians with mental health problems or mental illness receive the best available evidence based care. This includes consideration of the appropriate roles of the Mental Health Commission and other entities involved in the delivery and monitoring of services.
This was a key step towards introducing new mental health legislation to the Western Australian Parliament during the current term of Government.
While the 2003 Holman Review made a number of recommendations in this area, the establishment of the Commission and other developments provide an opportunity to reconsider the best way forward in this complex area.
Many of the recommendations of the Henderson Report have been incorporated in the Mental Health Bill 2011: Draft for Public Comment and others that do not require a change in legislation will be considered over the coming months.
Proposed reforms will strengthen rights protections and better support the delivery of high-quality and accountable services.
